LI <br />Policy'. 10.1.2.2.1 All development exeept-- erv�tr# <br />egrien1-tara3:-tlrc3.cpme" shall set aside through selective <br />clearing and micro -siting of buildings and other <br />construction activity, as a minimum, 25 percent of each <br />native plant community which occurs on-site (e.g., pine <br />flatwoods, sand pine scrub, xerie' oak forest, hardwood <br />hammock,, etc.). Increased conservation of native plant <br />community types which are determined to be regionally rare <br />or endangered may be provided in exchange for decreased <br />conservation of native plant community. types which are <br />common. To encourage such exchanges an additional unit of <br />regionally rare or endangered upland may be set aside in <br />exchange for use of two units of common habitat. Such set <br />aside habitat. shall be preserved in viable condition with <br />intact canopy, understory, and ground cover. Determination <br />as to whether habitats are to be classified as regionally <br />rare or'endangered shall be made by the. Regional Planning <br />Council. ' <br />Where: 1) good planning practices preclude or do not <br />warrant preservation of ' upland habitat on-sitel <br />2) preservation of such habitat on-site is not otherwise <br />required by .policy, rule, or ordinances and •3) upland <br />habitat of ecnjivalent type and area is available for <br />purchase within the County the development occurs in, <br />development shall have the alternative of 'providing for <br />preservation of such habitat off-site. 'In no case, however, shall the required set aside <br />areas exceed 10 percent of the total project site property <br />acreage. Such set aside areas shall be preserved in viable <br />condition with intact canopy, understory, and ground cover, <br />and shall be protected by the filing of conservation easements. <br />The preserved set aside area(s) shall be allowed as credit <br />toward other county land development regulations such as <br />landscape, buffers, open space requirements, and minimum yard <br />setback requirements. <br />Where preservation of 158 of the native upland plant <br />communities on-site is not feasible given site specific <br />characteristics, the county shall permit off-site <br />preservation and/or habitat creation (type -for -type) as an <br />.alternative to on-site 158 preservation. Moreover, as an <br />incentive to preserve contiguous tracts which provide more <br />habitat value than linear buffer set aside areas, the county <br />shall allow a percentage reduction to a minimum of 10% of the <br />cumulative native plant community acreage, for those <br />preserve areas that are set aside as a contiguous tract. <br />Development projects proposed for lands currently consisting <br />of native upland plant communities may, as an alternative to <br />15 percent preservation of the on-site community, pay•a fee <br />equivalent to (the average assessed value of one acre of the <br />particular habitat type under consideration) X (the number of <br />acres of habitat type that would otherwise have been set <br />aside). This fee shall be payable to the county and shall be <br />used by the county for acquisition of comparable native <br />habitat preserve areas and for management of such lands. <br />79 <br />,JUN 121 <br />
