Commissioner Scurlock asked Mr. Flick about his bonding <br />capability, and Larry Casey of Rooney Construction answered that <br />they can get a single 300 million dollar bond. <br />Mr. Flick stressed that at some time the work Mr. Chandler <br />has referred to is going to have to be done, and Administrator <br />Chandler agreed but pointed out that there are various methods to <br />consider for actual construction. One is "Design Build;" <br />another is your traditional approach whereby we retain an <br />architect to do the design and then we bid it out; and then <br />another is the construction manager program management approach. <br />Once you get into the design phase, that is where you then begin <br />developing those specifics. <br />Discussion continued regarding various ways to deal with <br />"Design Build," and Commissioner Scurlock asked Mr. Flick how <br />many of these projects he has done. <br />Mr. Flick admitted that he has never done a courthouse, but <br />noted that he represents price stabilization with regard to the <br />real estate as he owns approximately 800 of the real estate <br />necessary to construct this project. He pointed out that Mr. <br />Rooney, on the other hand, has constructed several courthouses. <br />Chairman Eggert believed a reference had been made earlier <br />in regard to the possibility of land purchase only, and Mr. Flick <br />commented that it would not be prudent for him to sell the real <br />estate blindly. He would, however, entertain the sale of the <br />real estate as long as he knew what was going to happen to the <br />real estate. He asked Realtor Tom Schlitt to address their real <br />estate acquisitions and costs. <br />Mr. Schlitt informed the Board that the property they need <br />for their project is I of Block 46, the vacation of 15th Avenue <br />from 21st Street to 20th, I of Block 45, and an addition of 6 <br />lots in Block 44. That is the smallest amount of property that <br />would be associated with this plan, and he claimed that the <br />numbers associated with this real estate are significantly below <br />the property called for by the County's plan, which calls for all <br />JUN 131990 19 <br />BOOK C)U PI46L T° <br />
