Commissioner Scurlock believed that might be an argument for <br />the County to go to a parking garage in our plan. <br />Mr. Mosby further stressed that the more stormwater you <br />create, the more you pollute the shallow aquifer. <br />Commissioner Scurlock asked Mr. Halback if they had <br />addressed this question, and Mr. Halback confirmed that they did <br />take all these things into consideration. Utility costs, storm - <br />water in particular, were factored into the costs of the building <br />and the square footage price, but they did not get into the <br />specific cost details that Mr. Flick has. <br />Commissioner Scurlock noted that we are really comparing a <br />pretty picture that Mr. Flick has presented to no picture because <br />we haven't gotten to that stage. <br />Commissioner Wheeler felt what we must keep in mind is that <br />in this master plan, we looked at the inventory of what is <br />currently existing, what it can handle as to traffic parking, <br />what our space needs requirements are, and then we looked at the <br />properties we want to use to set that building on and tried to <br />come up with a cost analysis. He stressed that at this point, we <br />have not even considered a design of the building - we are just <br />figuring out how many square feet we need, how many parking <br />spaces, etc. What has been presented by Mr. Flick is a step <br />ahead of what we are doing. <br />Chairman Eggert brought up the point that Mr. Flick's plan <br />includes the west I of Block 46, which is currently the parking <br />behind the bank, and Mr. Flick agreed that the east side of the <br />pond he shows in his model is a substantial portion of the now <br />existing public parking lot and one wing of the judicial center <br />is resting on the north end of that parking lot, but he owns most <br />of that parking lot, which he leases.to the City. He also - <br />agreed that what they are presenting is much further ahead than <br />what Mr. Halback is presenting, and, therefore, the sooner this <br />can be done, the sooner the judicial system can be served.
