JUN 131990 <br />BOOK 80 FN.EE401 <br />continued to contend that what he is presenting will save the <br />County 2 million dollars. <br />Commissioner Scurlock did not see how anyone can say it will <br />save 2 million when we haven't had input from the State's <br />Attorney, the Judges, the court system, etc. <br />Mr. Flick noted that so far we have heard that there is a <br />difference of 1.2 million in the land acquisition cost, and <br />further noted that his plan does not include leveling two <br />buildings that are conservatively worth $800,000, which brings <br />you to a difference of 2 million dollars. <br />Chairman Eggert asked if she understood correctly that we <br />would be presented with these buildings as Mr. Flick is <br />presenting them, and the main difference would be interior <br />design, not exterior design. <br />Mr. Flick stressed that this is just one idea, and every- <br />thing in it could change - the location of the building, the <br />design, etc. The County could accept the building as designed on <br />the outside or reject it and instruct another idea to come forth. <br />Commissioner Wheeler noted that Mr. Flick said they could <br />start construction in 6 months, but his plan includes a lot on <br />which the City has an 18 month lease and also part of 15th Avenue <br />has to be abandoned. <br />Mr. Flick stated that, after attending many CRA meetings, he <br />has come to the conclusion that he would not have a problem in <br />dealing with the City relative to an early expiration of the <br />parking lot lease with the assurance that a substantial portion <br />of the existing parking lot is going to remain. He does not <br />anticipate any problem in dealing with the City on anything that <br />greatly benefits them. <br />Commissioner Wheeler felt there are a lot of assumptions <br />here that may or may not happen, and we cannot make those <br />assumptions. We are looking at the footprint of a building and <br />trying to decide where it will go. He agreed that Mr. Flick's <br />model has a great deal of impact, but felt there are questions <br />22 <br />
