land, but under the law that went into effect in 1989, we can't <br />go "Design Build;" we have to put it out for competitive bidding. <br />Mr. Casey agreed that is correct, but noted that Mr. Flick <br />is here saying he has property; he has an idea; and he has <br />thought it through and wants to bring that concept forward for <br />the Commission to weigh before they make their decision. <br />Debate continued regarding the "Design Build" approach, the <br />competitive process, RFPs, etc., and Chairman Eggert asked that <br />Mr. Flick continue his presentation but believed what we need to <br />know is anything else that is solely oriented to site selection. <br />With regard to selling his real estate, Mr. Flick believed <br />he stated before that he would not sell it blindly but would like <br />to know what it is going to be used for because of his residual <br />interest in Vero Beach. He emphasized that he is not making <br />this presentation with the intent of doing this job and then <br />leaving Vero Beach; he intends to be around for many years to <br />come. If this is a site selection that meets the County's <br />criteria, he will be glad to entertain negotiations relative to <br />selling the parcels and the land represented on his diagram. Mr. <br />Flick contended that what he has presented demonstrates thrift in <br />government spending - 2 million savings in real estates costs <br />including $800,000 in saving two structures which the County is <br />considering tearing down, and all he is asking this body to do is <br />to go through their RFP effort and afford him and the team he is <br />representing the opportunity to save the people of Indian River <br />County 2 million dollars. <br />Commissioner Wheeler brought up the printing shop that is <br />left within the model. <br />Mr. Flick advised that the owner of the printing company, <br />Bob Graves, has been there for some years; he does not want to <br />sell his property; and Mr. Flick felt that.is representative of <br />many properties associated with Mr. Halback's proposal.
