He stressed that his plan would represent <br />minimal displacement and disruption of people's lives and further <br />believed that the location he is proposing would benefit the <br />businesses across the street and spur them on to renovate because <br />it would then justify their investment. He personally disagreed <br />with the Halback analysis which states that property in Vero is <br />cheap. Mr. Flick noted that he would be happy to answer any <br />questions the public has. <br />Commissioner Wheeler believed that if we were going to do <br />something like Mr. Flick has suggested, we would have to go to <br />some condemnation. He felt we either decide we have a commitment <br />to the downtown area and take those lumps for condemnation or <br />locate somewhere else. He did, however, want to revitalize the <br />downtown. <br />Mr. Flick continued to present his conviction that this will <br />provide the catalyst to the downtown area, and he felt you should <br />leave room for private development. <br />Commissioner Wheeler agreed, but noted that he just did not <br />want to leave that room between our buildings. <br />County Attorney Vitunac asked Mr. Halback if his consulting <br />team looked at land in the general area Mr. Flick is discussing, <br />and Mr. Halback confirmed that it was one of the areas they <br />considered. <br />Mr. Flick emphasized that he determined his real estate <br />acquisition costs by actually talking to the property owners and <br />asking if they wanted to sell and for how much; so, his figures <br />are realistic. He did not use a formula which uses the assessed <br />value and adds 250, and he felt that process is not representa- <br />tive of reality. <br />Mr. Halback advised that as to whether they considered that <br />piece of property and what were some of the relative costs of <br />those particular schemes - they looked at: at least 3 of the <br />different schemes, and they ranged in price from 17 million to <br />26 <br />
