r - <br />JUN 131990 <br />BOOK 8, FADE •38'1 <br />The Chairman called the meeting to order and asked that the <br />Administrator review what has led up to tonight's meeting. <br />Administrator Chandler advised that tonight we are present- <br />ing our recommendations for the master plan for the Courthouse, <br />and a lot of ground needs to be covered in a lot of areas. He <br />then reviewed where we have been and where we are now, starting <br />with the space utilization study done in late 1988, which led up <br />to a plan for a new courthouse that was adopted at that time. <br />Administrator Chandler explained that shortly thereafter there <br />was a change in parking requirements by the City of Vero Beach, <br />which materially affected that plan to the extent that it was <br />necessary to fall back and do the master plan which we are <br />presenting tonight. After going through the competitive process <br />required by law, we retained Herbert/Halback, Inc. and associates <br />to develop the master plan being presented tonight. Almost a <br />dozen alternatives were considered, and in January the Committee <br />presented to the Board 3 alternatives for the Courthouse <br />facility. At the January 11th meeting a determination was made <br />to proceed with a final plan which was presented at that time. <br />Administrator Chandler announced that in addition to the <br />presentation by our consulting team this evening, there will be a <br />presentation by the Historical Society as to whether they will <br />have an ability to manage the old courthouse building if it is <br />retained, and finally, there will be a presentation by Mr. Henry <br />Flick of the concept he has developed. <br />Administrator Chandler introduced Fred Halback to review the <br />plan being recommended. <br />PRESENTATION BY CONSULTANT <br />Mr. Halback came before the Board and presented a sli.de <br />display with graphics illustrating just how they proceeded to <br />study and develop various concepts after taking into considera- <br />tion many factors, among them being the total amount of square <br />feet that will be needed down to the year 2000 - the need to <br />2 <br />_I <br />
