Asst. City Planning Director Dennis Ragsdale pointed out <br />that there is another potential impact on the land value because <br />when the portion of 15th Avenue is abandoned, half of the <br />property abandoned goes to the property owner on each side of <br />that street. He advised that the City of Vero Beach is not ready <br />tonight to take a position on either plan, but he believed that <br />the City will be supportive when the County makes a decision. <br />Commissioner Wheeler noted that he has been listening to a <br />panel of experts on both sides, and we are 4 million dollars <br />apart; so, he would like to close that spread and find out what <br />the real number is. He further noted that he visited Daytona <br />Beaches' Courthouse, which is only the Circuit Court; it was done <br />"Design Build," and we had representatives from the Committee who <br />were very favorably impressed. In that county they had their <br />court system under more than one roof, but their county seat is a <br />long way from Daytona and that is a much larger county with a lot <br />larger spread. After sitting down and doing some more analyzing, <br />however, he believed that one building with all the functions is <br />probably the best way to go and the most efficient. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, to authorize staff to get <br />with Mr. Schlitt and/or the property owners for this <br />footprint and determine the value of that land as best <br />we can; to authorize our consultants to move ahead <br />quickly and do the necessary analysis to see if we can <br />put such a facility on this basic footprint, with the <br />latitude to expand it a little bit; to endorse the <br />concept of a facility under one roof; to endorse the <br />concept of a period of time to address saving the center <br />part of the old court facility for some use, not for ours; <br />to endorse the concept of a parking garage and determining <br />the cost of same; and to move forward as fast as we can. <br />37 <br />JUN 131990 BOOK 80 F,GE 416 <br />
