There can't be any <br />digging done until all permits can be obtained, and Attorney <br />Vitunac was sure Mr. Sales is serious about opposing all those <br />permits. He personally doubted we will get a permit within the 2 <br />years, but advised that Commissioner Bird would like us to move <br />ahead with this lease just to have it as a fall back. <br />Commissioner Scurlock agreed with Attorney Vitunac that if <br />someone wants to pursue the administrative hearing process dili- <br />gently, it will take.2 years, or possibly more. He noted that it <br />is easy to say we sign the lease which puts us in a position to <br />move forward.and maybe something else will come up, but he also <br />envisions spending considerable dollars pursuing getting permits <br />for this site, if, in fact, we ever can. He, therefore, <br />questions if this is not enough of an impediment for us to move <br />in some other direction. <br />Attorney Vitunac noted that this is the same problem we have <br />now with the Boulevard. We will be slowed down by the adminis- <br />trative process every step of the way, and it will even involve <br />the federal government because of the snail darters. <br />Commissioner Wheeler believed by not pursuing this, we are <br />putting ourselves in a position that no matter where we want to <br />put a firing range, we will encounter the same problem. <br />Chairman Eggert expressed some concern about the houses on <br />the property, but Commissioner Wheeler noted there is a firing <br />range not all that far from where he lives and he can hear it in <br />the distance. He spoke in favor of pursuing the permits and <br />supporting Commissioner Bird in the work he has done towards <br />obtaining this property as he cannot see backing off from doing <br />something on the threat of something happening. <br />Commissioner Scurlock commented that as he understood it, <br />this <br />is not exactly <br />the <br />number one <br />piece <br />of <br />property we want, but <br />it is <br />the only one <br />St. <br />Johns will <br />agree <br />to. <br />He believed there <br />has been serious concern expressed about this property by the <br />Firing Range Committee. <br />JUN. 2,6 1990 19 BOOK 6'U `gGr.4S.0r) <br />
