This <br />property is the only one available, however, and if we don't take <br />this one, it will be many months, if ever, before we get a better <br />one. <br />Commissioner Scurlock asked if St. Johns just came up with <br />the poorest piece of property they could find, and Attorney <br />Vitunac explained that they have discovered they can surplus this <br />property to us and not affect their District plan. <br />Attorney Sales felt if there were a piece of property <br />surrounded by government lands, that would be a better bet. It <br />breaks his.heart to contemplate his property being spoiled. In <br />addition, he does not have the kind of money the County does; if <br />it were true there were Everglades kites on the property, he felt <br />that 2 years is probably a conservative estimate of the time this <br />will take, and it will cost everyone a lot of money. He, there- <br />fore, would be so grateful if the County would go somewhere else. <br />Director Davis spoke of the long history of trying to find a <br />site for a firing range and noted that this is probably the 3rd <br />or 4th site we have conceptually proposed a design for. <br />Bill Stegkemper, member of the Indian River County Firing <br />Range Committee, stressed that for the last 5/6 years they have <br />been looking all over the county for a site, and everywhere there <br />is something wrong. They preferred an area just west of CR 512 <br />in the St. John's marsh, but the District intends to fill all <br />that in. Mr. Stegkemper advised that over the last 15/16 years <br />he has instructed locally about 5/6,000 people on the use of <br />firearms, and they want somewhere they can discharge a firearm <br />legally. We need this for the public and for law enforcement, <br />and he would urge the County to take action on thi's property. He <br />further pointed out that the gentleman is talking about property <br />running to the west, but we will be shooting mainly to the north <br />rather than shooting into the sun. <br />20 <br />
