Commissioner Wheeler explained that the City requested <br />transfer of $30,000 intended for building picnic pavilions over <br />to the restrooms because of the new state mandated handicapped <br />regulations. That was just a different use of funds that were <br />already budgeted for Riverside Park. <br />Considerable discussion occurred regarding the Indian River <br />Arts Council and the Center for the Arts and brochures being sent <br />to South America. <br />Attorney Collins explained that the proposal submitted was <br />to put together a promotional brochure to attract people to come <br />to the Center for the Arts, and it was to be distributed both <br />through local motels, hotels, etc., and 1-95 interchanges and <br />airports throughout the state. He did not know whether there was <br />to be international distribution. <br />Commissioner Scurlock wished to know why the request for <br />$5,000 for the Riverside Children's Theater was turned down, and <br />Commissioner Wheeler advised there was considerable discussion at <br />the meeting as to what was a legal use for this funding and what <br />was not. As to the Chiidren's Theatre, they withdrew the request <br />because the function they had planned had been canceled. <br />Commissioner Scurlock commented that, as he understood it, <br />the City of Vero Beach request was reduced by $30,000, and that <br />was where he had some problems. <br />Commissioner Wheeler confirmed that the Committee reduced <br />the City's request for funding by $30,000, and he voted -in <br />opposition to that. His view was that the City's 3 -year program <br />to improve parking at Riverside Park represents capital outlay <br />and that it is money well spent and benefits many things that <br />have to do with tourism. He also voted in opposition to the <br />Motion to fund the Chamber of Commerce $84,000 because within <br />that funding was included $25,000 plus benefits for a Director of - <br />Tourism. Commissioner Wheeler stressed that his position on that <br />funding in no way reflects on the Chambers.
