M M M <br />It can be seen from the second sentence of this section that <br />If the district wishes to seek and accept grants' and <br />donations, the district must comply with the new provisions <br />of §125.901(1)(a) and (2)(b) (see your copy of the bi11) <br />which still require certain appointments by the governor and <br />provide detailed directions for the operation of the welfare <br />district. If the County does not wish to comply with <br />subparagraphs (1)(a) and (2)(b), it may still create <br />dependent district, but the district would lose its ability <br />to accept grants. <br />Conclusion <br />In conclusion, the County may fund juvenile welfare <br />services: <br />1. from the general fund budget; <br />2. from an MSTU for the unincorporated area; <br />3. from a special district for all or part of the county <br />under the authority of §125.01, F.S.; <br />4. from an. Independent district under the authority of <br />§125.901(1); <br />S. from a' dependent district under §125.901(7)(a) which <br />district complies with subparagraphs (1)(a) and (2)(b); <br />and finally <br />6. from a dependent special district under §125.901(7)(a) <br />which does not comply with (1)(a) and (2)(b). <br />Commissioner Scurlock realized that no one in this room <br />disagrees that our present system is failing, and he had always <br />felt that the biggest thing wrong with the system is not putting <br />the money where the kids are. We have thrown a lot of money at a <br />lot of problems, but it hasn't worked or we wouldn't be here <br />today. He pointed out that we are not a democracy; we are a <br />republic. We don't hold town meetings on every issue, but we <br />certainly defer to the public on major issues where substantial <br />dollars are involved, and in this particular case, 1/2 mill is <br />approximately $2.5 million. He didn't want to do anything in <br />November that might jeopardize a clear presentation to the public <br />on the school issue. He would like to see us propose special <br />legislation to Tallahassee that is more specific to this county <br />rather than this generic thing that .is happening. He felt we <br />should have a special dependent taxing district for this type of <br />service, which would be done by referendum, with the provisions <br />of a 1/2 miliage cap and an automatic 4 year sunset where people <br />would have the ability to vote on whether it should be continued. <br />JUL�.7e�® 19 <br />
