'JUL <br />31990 <br />BOOK <br />0 FA-„E5�5 <br />Chairman Eggert <br />felt it awkward to discuss this <br />today <br />without knowing for sure that the Governor will sign into law the <br />legislation sitting on his desk that will replace the Juvenile <br />Welfare Services law passed in 1988. <br />Commissioner Scurlock listed the many local agencies in the <br />county that provide children's services, some being funded <br />through government and some through private donations. <br />Chairman Eggert emphasized that the big word for her is not <br />"control” but "accountability". She certainly agreed that there <br />are needs, but the question is how we handle it. Do we put in <br />this extra level of bureaucracy with their executive director and <br />ability to have buildings, or do we turn to something like the <br />Substance Abuse Council of Indian River County, which is <br />coordinating government grants, or to the United Way, which is <br />another group that might do it. <br />Commissioner Bowman pointed out that we also have a Council <br />of Community Services that could handle it. <br />Pam Roebuck, chairman of the Martin County Children's <br />Services Council and attorney for all juvenile prosecutions in <br />Martin County, emphasized that if an independent taxing district <br />is established after October, we would be operating under the new <br />law a-nd wouldn't have as much flexibility. <br />Commissioner Wheeler noted that much is being done in this <br />county at the present time through private donations of money and <br />time, and he wholeheartedly believed in that approach rather than <br />in creating another bureaucracy. He believed this community has <br />answered the call in almost every instance he could think of and <br />that volunteerism works very, very well in our county. The Parks <br />& Recreation program, which has a $3 -million budget, is sending <br />3,000 children to day camp all summer long. He understood that <br />not one child who wanted to go to day camp, indigent or not, was <br />turned away. Last year United Way listed in excess of <br />$1 -million.
