We have to act today, not tomorrow. <br />Bill Stegkemper stated that he was not in favor of the <br />proposed special independent taxing district, and although his <br />wife Susan signed one of the petitions, she had no idea that it <br />was going to form a special taxing district. She is totally <br />opposed to it now after having it explained to her. They are in <br />the child care business, but they feel that the County Commission <br />should set up a dependent taxing district. <br />Joseph Mauro, chairman of the Knights of Columbus pro-life <br />committee, was opposed to a special taxing district because of <br />the lack of accountability and because he felt it would be <br />"empire building" and taxation without representation. He and <br />his wife believe that today's problems stem from the breakdown of <br />the family unit with regard to moral values and the spreading of <br />that throughout the schools and the community. <br />Attorney Wayne McDonough, summarizing for Attorney Moss who <br />had to leave the meeting early, repeated the urgent need for <br />increased children's services in this county, and urged the Board <br />to authorize a referendum so the people of this county can vote <br />on whether or not they want to create an independent special <br />taxing district. He presented additional petitions with 90 <br />signatures. <br />Chairman Eggert noted that nowhere in the petition is <br />mention made of the establishment of a special taxing district, <br />and Mr. Riley presented a copy of the statement that was <br />circulated along with the petitions: <br />PETITION IN FAVOR OF CHILDREN°S SERVICES COUNCIL <br />We favor the adoption of a County Ordinance for purposes of <br />creating a Children's Services Council to assess the needs of <br />programs providing services for the children of Indian River County <br />and to oversee funding of such children's programs. <br />. <br />NAME ADDRESS <br />1. <br />2. <br />22 <br />
