CHILDREN"S SERVICES COUNCIL <br />THE Children's Services Council (CSC) was created as an <br />option for each county by the Florida Legislature in 1966. <br />Its purpose is to determine the needs of children in the <br />county. The Council would also plan., coordinate, fund and <br />evaluate services for children within the county. The <br />Council would not deliver services but would determine the <br />most urgent needs for children and would contract out to <br />other agencies to deliver those programs most needed. <br />The Council would be established by an ordinance of the County <br />ConTission. It could have taxing authority of up to 1/2 <br />mill. However, this requires the approval of the voters <br />of the county. It is necessary to request that the <br />County Commission place the question of funding on the ballot. <br />The Council would be composed of ten members. Five okf those <br />would be automatic: <br />Juvenile Court Judge <br />County Commissioner <br />HRS District Administrator <br />School Board Member <br />Superintendent of Schools <br />The remaining five would be local children's advocates who <br />would be appointed by the Governor. <br />The 1/2 mill would be from ad valorum taxes but would not <br />fall under the county's 10 mill cap. These monies would be <br />for local use only, with decisions made locally by the <br />council for our county's children, <br />For a homeowner with a $75,000 home this would mean that of <br />every $1,000 of taxable proparty he/she -would pay 50* or: <br />. <br />Property value $751000 <br />Homestead Exemption -25,000 <br />Taxable Property $50,000 <br />Compute .50 x 50= <br />CSC Annual payment--- $25. <br />The homeowner would pay $25. a year, if the -full 1/2 -mill <br />_wex-e levied. However, neither of the four counties with a <br />Council have found it necessary to levy the full amo.unt.•. <br />Early childhood prevention p.:c_rams would be the top <br />pricrit.y o: the Council. An auJI�C' of prevention is worth a pound of <br />cure. <br />Commissioner Bird asked if Commissioner Scurlock's <br />suggestion of a dependent taxing district could be accomplished <br />under the new legislation that is awaiting the Governor's_ <br />signature or whether there would be some reason we would want to <br />do it by legislative act. <br />Attorney Collins advised that a dependent special taxing <br />district could be set up under the new legislation.
