J U L � `990 <br />BOOK <br />difference would be that if the Governor didn't appoint the board <br />members and the Commission did, the district would not be able to <br />apply and accept certain grants and private donations. <br />Commissioner Scurlock added that it also would come under <br />the County's millage cap, which is why he is looking for special <br />legislation. He again suggested that the dependent taxing <br />district have an automatic sunset provision every 4 years that <br />allows voters to abolish or continue the district. <br />William Koolage, concerned taxpayer of Indian River County, <br />stated that he has been attending County Commission meetings for <br />17 years and he got to thinking last night, after reading about <br />this being on the agenda today, about the different things that <br />we have been asked to consider funding in the past year. It gave <br />him pause because he felt the first thing we should be doing is <br />prioritizing our needs in a 10 -year long-range plan which would <br />be tied into the Comprehensive Land Use Plan. Some of the items <br />we have been asked to fund are: <br />School bond issue on the referendum this fall. <br />New County Health Building <br />Two new libraries <br />Courthouse complex <br />Hospital indigent cost <br />ALS/Fire Department <br />Sheriff's Department budget <br />Expansion of the county golf course <br />Land purchase for environmental reasons <br />Extension of Indian River Boulevard <br />Recycling costs <br />Childrens' services <br />New bridge <br />Road, water and sewer infrastructure <br />Beach renovation <br />Mr. Koolage had suggestions on how to save money on each of <br />these items, the main one being an extended use of the school <br />buildings after school ends for the day. The schools have a <br />responsibility to provide services to children who have only one <br />parent or where both parents have to work. What happens to the <br />children in the after-school hours? He felt it would be better <br />for the School Board to spend their money on this sort of thing <br />rather than on buildings that are only used 9 months out of the <br />24 <br />
