ALTERNATIVES AND ANALYSIS <br />BOOK 80 F' L, ME) <br />Staff has reviewed "Change Order No. 2 - Revised" and <br />concurs that the changes are necessary. The Consultant, <br />Lloyd and Associates, Inc, has made an extra effort to <br />resolve the extra asphalt question thereby resulting in a <br />reduction' in Change Order costs of $9,035. Lloyd and <br />Associates, Inc, have also offered to issue two credit memos <br />to the County to offset costs of $800 and $214 due to <br />drainage pipe re -stocking fees and items not included in the <br />original bidding documents. <br />RECOMMENDATIONS AND FUNDING <br />At this time, staff recommends rescinding the Boards April <br />10, 1990 approval of "Change Order No: 2" between Indian River <br />County and Dennis L. Smith, Inc. for the Miscellaneous <br />Intersections Phase 3-A Improvements, and approval of <br />"Change Order No. 2 - Revised" dated June 11, 1990. Funding <br />to be from District 6 Traffic Impact Fees in the amount of <br />$25,000 and District 9 Traffic Impact Fees in the amount of <br />$5,736.12 as per the attached Budget Amendment. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, the Board unanimously approved <br />Change Order No. 2 - Revised, as set out in the above <br />staff recommendation. <br />Commissioner Scurlock felt it is important to note that <br />there was a lot of work involved to resolve some difficulties in <br />this matter, and believed it reflected an opportunity for us to <br />see that when there is a problem, the engineer is willing to work <br />to resolve it. <br />Commissioner Bowman asked why the resident didn't pay the <br />cost to drain the property, and Public Works Director Jim Davis <br />explained that the road was sloped towards the yard and the <br />runoff was going into the yard. <br />CHANGE ORDER NO. 2 - REVISED IS ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD <br />BUDGET AMENDMENT WAS NOT SUBMITTED WITH BACKUP MATERIAL <br />34 <br />
