Tuesday, July 3, 1990 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission <br />Chambers, 1840 25th Street, Vero Beach, Florida, on Tuesday, July <br />3, 1990, at 9:00 o'clock A.M. Present were Carolyn K. Eggert, <br />Chairman; Richard N. Bird, Vice Chairman; Margaret C. Bowman; Don <br />C.. Scurlock, Jr.; and Gary C. Wheeler. Also present were James <br />E. Chandler, County Administrator; William G. Collins, II., <br />Assistant County Attorney; and Barbara Bonnah, Deputy Clerk. <br />The Chairman called the meeting to order. <br />Pastor Buddy Tipton of Central Assembly of God gave the <br />invocation, and Commissioner Scurlock led the Pledge of <br />Allegiance to the Flag. <br />PRESENTATION OF THIRD QUARTER SAFETY AWARD <br />The Board reviewed the following memo dated 6/20/90: <br />TO: James E.
