CHANDLER COUNTY ADMINISTRATOR FROM: H.T. "SONNY" DEAN, DIRECTOR DEPARTMENT OF GENERAL SERVICES 'SUBJECT: HEATING, VENTILATING, AND AIR CONDITIONING'SYSTEM VERO BEACH MAIN LIBRARY BACKGROUND: It has been the policy on large building projects for Indian River County that we remove the testing and balancing of HVAC systems from the general contract and hire a professional testing company to perform this service. The reasoning behind this policy is the installer would use the performance specifications to ascertain compliance. An independent firm will test and balance the equipment to insure efficient performance and requirements of the building are met. ANALYSIS: In the past, we have used Environmental System Services, Inc. (ESSI) to perform these services for the county with excellent results. ESSI has submitted a cost of $6,760.00 to perform test and balancing for the new Vero Beach Main Library. They will perform and provide the following: 1. Punch list detailing any deficiencies that prevent balancing work from being completed, as testing and balancing work is performed. 2. Cooperation with the control contractor and mechanical contractor to make sure all equipment has been put through it's paces to verify operation and conformance to specifications. 3.
