analysis content by the Treasure Coast Regional Planning Council <br />staff with input from County staff and other local agencies, as <br />well as state agencies. <br />Four rounds (initial submission plus three re -submittals) of ADA <br />"sufficiency review" have been completed. Regional Planning <br />Council staff has now informed county planning staff that the <br />initial ADA sufficiency review is over, having been ended by the <br />applicant pursuant to provisions in the state statutes (see <br />attachment #2). Now that notice has been received by the Treasure <br />Coast Regional Planning Council, the Board of County Commissioners <br />is required to schedule a public hearing date at which it will <br />consider the DRI, pursuant to Florida Statutes 3.80.06(11). <br />ANALYSIS: <br />The Board is required to schedule the DRI hearing so that the <br />hearing date can be advertised at least 60 days in advance of the <br />hearing. Along with the 60 day advertising requirement, the <br />hearing date will also need to accommodate Treasure Coast Regional <br />Planning Council review and recommendations, county staff review, <br />and review by the County Planning and Zoning Commission. <br />Staff's research indicates that a September 25-, 1990 hearing date <br />would meet the requirements of the Florida Statutes, and would <br />allow enough time for Treasure Coast Regional Planning Council, <br />county staff, and Planning and Zoning Commission review. The <br />resulting review timeframe would be as follows: <br />1. July 20, 1990: Treasure Coast Regional Planning Council <br />considers the DRI request, and issues a report and <br />recommendation to the County. <br />2. August 23, 1990: Planning and Zoning Commission considers the <br />DRI request and makes a recommendations) to the Board of <br />County Commissioners. <br />3. September 25, 1990: Board of County Commissioners considers <br />the DRI request. NOTE: the Board will also need to take <br />final action on the comprehensive plan/rezoning request at the <br />September 25, 1990 meeting or thereafter. Final action on the <br />comprehensive plan rezoning request should not be taken prior <br />to consideration of the DRI. <br />Please refer to attachment #3 which further outlines the review <br />process -for a DRI/comp plan/rezoning request. <br />RECOMMENDATION: <br />The staff recommends that the Board of County Commissioners set a <br />public hearing September 25, 1990 to take action on the development <br />order for the proposed Indian River Mall development of regional <br />impact. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Wheeler, the Board unanimously set a public <br />hearing September 25,17990, to take action on the <br />Development Order for the proposed Indian River Mall <br />DRI. <br />JUL 10199® 3 <br />
