appraisal to give him some comfort that these figures are <br />reasonable because he feels they are high. <br />Administrator Chandler emphasized that he would not <br />recommend any acquisition of this magnitude without an appraisal. <br />Commissioner Scurlock believed there is a value to having <br />the center in the downtown area in the way it will function. <br />Commissioner Bird continued to express concern about the <br />price of land in the downtown area. He certainly hoped that this <br />all works for the desired revitalization, but he believed we have <br />gone a long way in that direction and hoped that the message gets <br />through to the City that we are making a major commitment in the <br />downtown area and that we would look for their fullest coopera- <br />tion when it comes to roads, traffic flows, utilities, etc. <br />Commissioner Wheeler noted that his understanding is that <br />the master contract would allow us time to do appraisals, and <br />Administrator Chandler further.noted that we also need to make a <br />determination on utilities and parking configurations. He needed <br />one clarification from Mr. Flick. He understood that on Concept <br />GIA, rather than eliminating the State Attorney's Office, we <br />would look at the 4 Brackett properties, but it seems Mr. Flick <br />is looking at those same properties to pick up his displaced <br />parking for the bank; so, that may or may not be an alternative <br />for us to look at. <br />Mr. Flick confirmed that he has to replace his parking <br />support for Florida Federal through purchasing those properties <br />or possibly through negotiating a long term lease with the County <br />for space in the parking garage. <br />Commissioner Scurlock believed there is a value associated <br />with Mr. Flick replacing his own parking. <br />Mr. Flick wished to�-'point out that 700 of the real estate <br />associated with this proposa'I is packed, paved, landscaped and <br />ready to be built on, and that is definitely a value. <br />Chairman Eggert asked about looking,at the corner on Block <br />43 <br />'JUL 101990 'ROOF 81-1 rmub,91'eD, <br />
