tended that the ordinance be reviewed with the Board of County <br />Commissioners as a workshop item on the scheduled Board meeting <br />of July 10, 1990. <br />At the conclusion of the workshop before the Board, it is <br />recommended that the Board of County Commissioners identify any <br />requested changes and establish a date for a public hearing and <br />final adoption of the subject ordinance. <br />Commissioner Scurlock noted that he attended the public <br />workshop held last 'Friday on this particular topic, and it amazed <br />him that we had only one person in the audience -other than the <br />haulers themselves. He emphasized that he would like to try to <br />create more interest so that we don't get to the public hearing <br />on the actual ordinance and then get tremendous sentiment we <br />hadn't anticipated. Commissioner Scurlock believed it was <br />explained that although this is not mandated, our consultant <br />pointed out that we will not be able to accomplish the 30% <br />recycling required by the state without going to mandatory <br />collection. There are tremendous changes occurring in this area, <br />and he did not know how to get the community more interested. He <br />noted that he has visited the collection centers and was <br />impressed with the number of people streaming through who are <br />recycling. <br />Chairman Eggert had a question about the areawide variance <br />and individual exemption proposed in the ordinance. She believed <br />there is a difference. The areawide variance seems to be based <br />more or less on "can I talk staff into it" as there is no <br />criteria listed, and she felt we can get ourselves into potential <br />problems with this approach. <br />Commissioner Scurlock asked if this couldn't be modeled <br />after something like the cablevision approach where service has <br />to be rendered if there are so many customers per mile. <br />Utilities Director Pinto believed that is part of the <br />criteria used in analyzing this, but he felt what is more <br />important is that they have to provide specifics on what methods <br />they are using to get rid of their garbage. <br />JUL 101990 51 <br />` 4 r <br />BOOK L 6i/�/ <br />
