JUL 10 <br />BOOK <br />Commissioner Scurlock inquired about the possibility of a <br />single family home owner coming in and claiming he composts, <br />etc., and Director Pinto stated that while theoretically that <br />could be approved, he doubted it would.be. <br />Commissioner Scurlock stressed that he certainly wants to <br />see the new franchise agreement done concurrent with any <br />mandatory collection. We are going to be adding about 9,000 new <br />customers; we must set out service areas; and he wants to see <br />that settled with the agreements negotiated and in hand. <br />Chairman Eggert wondered how it would be policed when <br />someone came in for a variance and said what they are doing with <br />their waste. <br />Director Pinto agreed that you really have to be careful <br />when you grant a variance. You have to have the ability for the <br />variance in the ordinance, and when it comes to the point where <br />one is granted, you have to look at the feasibility and financial <br />cost of tracking. It can become a very expensive process. If it <br />were up to the Department, he would say we don't want any <br />variances, but we must be realistic. <br />Commissioner Scurlock asked if Director Pinto is looking at <br />having a variance board or having this just a departmental <br />decision that can be appealed to the Commission, and Director <br />Pinto indicated it would be the latter. <br />Commissioner Bird inquired about the specifics for someone <br />with a house out in the country, for instance. Do they now have <br />to separate all these different materials, paper, metals, <br />different colored glass, etc.? <br />Director Pinto explained that staff in trying to set this up <br />has taken every ordinance they could find in the state, plus some <br />others, and found they are too cumbersome; so, they tried to <br />whittle them down. He looked at this as the enabling legisla- <br />tion we need to make this happen and that requires policy to be <br />set by Resolution. <br />52 <br />_ M M <br />
