Commissioner Scurlock noted that this also will be addressed <br />in the new franchise agreements. <br />Director Pinto pointed out that all these various things are <br />related to the cost; so, we must decide on a policy which is <br />approved by the Board and then negotiate with the vendor. Then <br />you must look at cost versus service and see whether that <br />balances out. <br />Commissioner Scurlock believed there has been some <br />discussion on the Board about regulating the commercial side <br />also. <br />Chairman Eggert stated that she personally had a real <br />problem with the one week notice. Normally we have a 15 day <br />notice, and she is not sure one week is sufficient time. She <br />felt possibly there should be a longer notice set up and also <br />some display ads since we don't send out individual notices. <br />Director Pinto suggested that you don't advertise too far in <br />advance - not much further than 10 days - but felt you might want <br />to say it should be advertised for 3 consecutive days. <br />Attorney Vitunac advised that the requirement for notice is <br />very broad; so, the Board can decide what it wants to do. <br />Commissioner Scurlock noted that he would recommend we keep <br />the actual ordinance as flexible as possible, but as a policy <br />matter, he thought the Commission can be much more definite in <br />things we direct staff to do in terms of advertising and he would <br />encourage having a display ad prior to that particular meeting. <br />He further noted that once you actually set up your billing <br />cycle, the most appropriate way to contact people is through the <br />billing process. <br />Director Pinto advised that we want to take this to public <br />hearing the first week of August, and if the Board feels it is <br />adequate, he will place a 4 'x 4 ad as just discussed. <br />Chairman Eggert requested that the definitions be put in the <br />front of the ordinance, and Commissioner Bowman commented that <br />she sees a big loophole in Section 6 which gives an exemption to <br />5 3 <br />J U l 101990 <br />
