County Attorney Collins reviewed his memo, as follows: <br />TO: The Board of County Commissioners <br />FROM: t>4,,,, William G. Collins II - Assistant County Attorney <br />DATE: July 2, 1990 <br />SUBJECT: Request by Robert Jackson for County to Quit -Claim <br />Property to Dell V. Spiva, Jr. <br />The County has received a request from Robert Jackson, Esq. <br />to quit -claim an approximately 11l -foot by 1,290 -foot f <br />strip of,land to Mr. Spiva. (See attached letter to Mr. <br />Donald Finney, Indian River County Land Acquisition <br />Department.) <br />County Fixed Asset file #5079 shows that this property was <br />first acquired by the County for delinquent taxes on June 1, <br />1953. Mr. Jackson has also provided a title search which <br />shows a final judgment foreclosing the title to the property <br />in Indian River County dated November 25, 1969. Thus, it <br />appears that the County has held title to this land for at <br />least 20 years, and possibly as much as'37 years, for back <br />taxes. Mr. Spiva has been required by a lending institution <br />to obtain title to this property in order to obtain some <br />refinancing on his citrus grove, according to the letter <br />from Mr. Jackson. <br />The Property Appraiser's assessment of the property value is <br />$850.00. <br />54 <br />
