In addition, an <br />and City of Vero Beach <br />some capacity of the Vero <br />cap <br />would be available; <br />however, a more exact determination of need and available <br />capacity would be made when a more specific development <br />plan for the site is reviewed. Sewer lines presently in <br />place along Oslo Road would not be large enough to serve <br />a project of this size and would need to be replaced with <br />larger lines. This rezoning would not lower existing <br />levels of service. <br />Solid Waste <br />Solid waste service includes pick-up by private operator <br />and disposal at the county landfill. The landfill has <br />a capacity beyond 2010 with expansion capabilities to <br />accommodate future demand. <br />Drainage <br />All development is reviewed for compliance with county <br />stormwater regulations which require on-site retention, <br />preservation of flood plain water storage and finished <br />floor elevations. Together these regulations limit the <br />potential of on-site and off-site flooding and damage. <br />The lack of public drainage facilities will require <br />private facilities utilizing the adjacent wetlands and <br />impoundments to meet stormwater needs. These facilities <br />are not likely to reduce drainage standards in this area. <br />Recreation <br />The comprehsnvie plan establishes a community park <br />standard of 1.25 acres/1000 population for the south <br />county. The comprehensive plan identifies a surplus of <br />14 acres for the year 1990. The expected population of <br />a 390 unit development would require an estimated 1.06 <br />acres of park land. <br />The proposed rezoning from RS -1 to RM -6 represents a substantial <br />increase in development potential. In assessing this request <br />several issues must be addressed. These include the compatibility <br />of any proposed development with the existing development in the <br />area, consistency with the comprehensive plan, and the ability of <br />the county to meet the service. demands that would likely result <br />from this proposal. <br />The proposed increase in zoning would be compatible with the future <br />land use map of the comprehensive plan. In addition, boundaries <br />were established by jurisdictional agencies for the Conservation <br />District wetlands to the east. A review of the other elements of <br />the comprehensive plan indicates that the proposed rezoning would <br />be consistent with the plan policies. <br />The requested zoning would permit the development of approximately <br />390 dwelling units. Because the parcel is part of a larger <br />property containing 297 acres,*the development potential could be <br />increased. Both the comprehensive plan and present development <br />codes permit the transfer of density from the adjacent wetlands. <br />This could result in the potential development of nearly 585 units. <br />This transfer would require additional -review by the county and is <br />not guaranteed by right. It is also likely that this number would <br />be reduced by the various open space, parking and roadway <br />requirements of the project and unit type and mix used by the <br />developer. While the potential exists for the additional units, <br />for purposes of reviewing this request the 390 unit limit should <br />be used. <br />19 <br />
