RECOMMENDATIONS OF COUNTY FIRE AD HOC COMMITTEE <br />Chairman Eggert, who is also Chairman of the County Ad Hoc <br />Fire Committee, asked the Board's consideration and approval of <br />the 14 items recommended by the Ad Hoc Fire Committee at their <br />meeting on July 13, 1990. She asked if the Board had any <br />questions regarding them and noted the main one was to go to <br />referendum. <br />Commissioner Scurlock, a member of the Ad Hoc Fire <br />Committee, commented that there was -some modification to the <br />recommendation. He advised that one of the things they did to <br />try to bring professional fire service to the North County and <br />improve the level of service was to encroach into the reserves to <br />fund some paid positions. That, however, was an interim measure <br />and could not continue; so, after this year, there will be a <br />problem funding those paid positions if we don't find some <br />mechanism to increase the millage. After looking at all this and <br />having the situation where Indian River Shores chose not to <br />participate, it changed some things dramatically. In order to <br />create a new district and to have a millage available to us, we <br />would have to do this before the first of the year; so the <br />referendum would have to take place in November; however, knowing <br />the residents in this county and how sophisticated they are when <br />it comes to voting on issues, they are going to want a full <br />explanation of anything they vote on. Another consideration is <br />that it seems the School Board is having a "menu -type" referendum <br />on the November ballot where more than one choice is made <br />available to the voters. It, therefore, is the strong feeling of <br />the committee that the November ballot would not be a good time <br />to hold a referendum for the South County Fire District. The <br />thought at this time is to have a referendum in March, and <br />actually have two referendums - one revolving around the North <br />County which would be aimed at expanding the millage cap for that <br />North District, and concurrent with that, there would be a <br />referendum countywide that would propose the creation of a <br />9 <br />JL 24 x'90 <br />HOK <br />
