� ° 6. <br />Li r �, p <br />unified district, exclusive of the Shores, and that district <br />would have its millage cap and take effect the next budget year. <br />The idea is that if the entire overfill District concept failed, <br />at least we would have an opportunity to have the North County <br />millage passed, and conversely, if that failed, we would have the <br />opportunity for the overall district to pass. The time con- <br />straints in regard to getting the funding mechanism are what <br />makes all this difficult. <br />Chairma.n Eggert remarked that she has heard that it is not <br />definite that the School Board referendum is going to be in <br />November, and she felt if we tell them we are coming on with this <br />in March, it may make a difference. <br />Supervisor of Elections Ann Robinson informed the Board that <br />the School Board has said they want to get their referendum on <br />the ballot in November, but they have not put that in writing so <br />far. <br />Chairman Eggert reviewed the proposed changes to the draft <br />Proposed Comprehensive Master Plan to Consolidate and Unify <br />Emergency Services, which are as follows: <br />1) Change the name of the Department of Emergency Management <br />Services to the Department of Emergency Services. <br />2) Referendum in March 1991 re the concept of an Emergency <br />Services Special District and also one re changing North County <br />millage. <br />3) Direct the preparation of a Contract whereby the West and <br />North County Fire Districts would contract for fire service to be <br />provided by the South County Fire District. <br />4) Approve establishment of a Fire Prevention and Training Bureau <br />headed by a Bureau Chief to ensure that fire safety code, inspec- <br />tions, training and other functions are uniform throughout the <br />districts. <br />5) Recommend volunteer participation in the total emergency <br />services endeavor to perform secondary response duties from <br />existing station locations but at reduced levels of funding. <br />6) Recommend the County Attorney Attorney prepare lease <br />agreements with the Sebastian Volunteer Fire Department to lease <br />Stations 20 and 70. <br />7) Recommend approval of the funding contained in current budgets <br />relative to the respective fire district; said funding to include <br />10 <br />
