(6) A person who is recognized by the Florida Department of <br />Veterans' Affairs as a representative of the veterans in <br />the service area; <br />(7) A person who represents the economically disadvantaged <br />and is recognized by the Commission's Community Action <br />Representative. <br />(8 ) A person over sixty years of age representing the elderly <br />in the service area; <br />(9) A handicapped person representing the handicapped in the <br />service area; and <br />(10) Two citizen advocates representatives; one must represent <br />a user of the system. <br />Additional non-voting members may be appointed by the DOPA. <br />According to the "Coordinating Board Operating Guidelines", the <br />DOPA should appoint individuals who have positions of <br />responsibility within an agency at a level high enough to allow <br />them to adequately represent their agency during Coordinating Board <br />discussions and when votes are being taken. <br />The Council on Aging (COA) which is currently the County's <br />Transportation Disadvantaged Provider and the other governmental <br />agencies such as the Florida Department of Transportation, et.al., <br />will provide input into the 'specific selection of appropriate <br />individuals to serve on the Coordinating Board. For expample, the <br />state agencies will appoint their own representatives to become <br />members of the Coordinating Board. <br />RECOMMENDATION <br />The staff recommends that the Board of County Commissioners create <br />the eleven (11) member Transportation Disadvantaged Coordinating <br />Board, direct the staff to contact referenced state agencies for <br />their appointments, and direct the staff to request input from the <br />Council on Aging regarding other appointies. The staff recommends <br />that the Board defer action on appointing members until its August <br />71 1990 meeting. <br />Chairman Eggert believed we already appointed Commissioner <br />Bowman as the Board's member and assumed staff would work with <br />Commissioner Bowman on this. <br />Community Development Director Keating advised that staff <br />can contact the various agencies that are required to have <br />representatives but they are not sure how the Board wishes them <br />to proceed with the other representatives and whether the Board <br />wants them to take the initiative. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board approved staff <br />J U L 2 4 1990 <br />° <br />33 .500C 40M <br />p'u 6�� <br />
