BROOKS, MANAGER <br />SOLID WASTE DISPOSAL DISTRIC <br />- SUBJECT: MANDATORY SOLID WASTE COLLECTION <br />With the mandate of the 1988 Solid Waste Act to recycle 300 of <br />Indian River County's solid waste stream by 1994, the District <br />had a recycling study performed by Camp Dresser & McKee, Inc. <br />With that study, combined with the experience of other counties <br />and the experience of communities in other states, it was recom- <br />mended that the District adopt mandatory solid waste collection <br />with the eventual implementation of a commingled doorstep recy- <br />cling program. It was determined that this type of program was, <br />-to date, the most successful recycling program that would meet <br />the mandated 30% recycling of the solid waste stream by 1994. <br />In addition to meeting the recycling mandates,' it is essential <br />that the District provide an equitable and environmentally sound <br />means of solid waste collection to reduce illegal dumping and <br />accommodate the waste service needs of the County. <br />ANALYSIS <br />District staff has prepared a proposed solid waste ordinance <br />that incorporates mandatory waste collection as well as solid <br />waste management and permitting requirements needed to control <br />the waste management operations within the District. The ordi- <br />nance also provides for •a varied means of supporting the <br />District's operations and allows the District Board to adopt <br />several procedures for -the operation and financial support of <br />the District. <br />This proposed ordinance basically adopts mandatory waste collec- <br />tion and several permitting requirements that gives the Solid <br />Waste Disposal District, through approval by the District Board, <br />the authority and responsibility to implement the mandatory col- <br />lection and fund the operations as deemed appropriate and neces- <br />sary. The actual implementation of the mandatory waste collec- <br />tion and accompanying funding procedures will all be implemented <br />through resolution and contractual agreements, all of which are <br />subject to the approval and execution by the S.W.D.D.
