Director Pinto felt this is probably the most important <br />piece of legislation the County will be looking at for some time <br />to come. As we can see nationally, the handling of solid waste <br />is close to a catastrophe. The effort to cut the flow of garbage <br />into the Landfill is to extend the life of the Landfill, which is <br />a tremendously expensive operation. Although the mandate is for <br />1994, we have to try immediately to reduce the flow into the <br />Landfill by separating certain types of solid waste. The <br />mandatory collection is needed to stop illegal dumping and to <br />control the county's waste stream, which must be reduced 30% by <br />1994. This county has a very serious problem with illegal <br />dumping, and for whatever reason, it ends up being tossed in the <br />woods somewhere. Unfortunately, the only way to solve this <br />problem is to take action against the property owner, who <br />probably is innocent because people usually do not dump trash on <br />their own land. Director Pinto stressed that it is very <br />important for us to begin this system as soon as possible and <br />that it is not going to be an easy system to implement. We hope <br />to have this in place administratively by October, and sometime <br />after that we hope to have a collection system in place. <br />At Commissioner Bird's request, Director Pinto elaborated on <br />how the recycling will reduce the flow into the Landfill. <br />Separation of paper, glass, metal, and plastics will be done at <br />the home, collected at curbside, and sent to recycling receivers. <br />The balance of the waste that is collected will be separated at <br />the Landfill, and some wastes such as construction debris will be <br />placed on property the County purchased for the dumping of <br />"clean" debris. Items such as stoves, refrigerators, furniture, <br />and lawn equipment will be accepted at the Landfill free of <br />charge, and those items are included in the $52.80 residential <br />assessment.
