AUG 0 <br />PC?QK <br />So L4,.t <br />the -Landfill. <br />The cost for collecting the trash will <br />be an <br />additional amount. When we get into mandatory collection, we <br />will be recommending either that collection of large, bulky items <br />be made on a certain day each month, or that people can call a <br />special number 72 -hours ahead of when they want bulky items to be <br />picked up. Grass cuttings and tree prunings will be picked up on <br />a regular basis, but branches will have to be cut into 4 -ft. <br />lengths and tied. All we are trying to do is to maintain <br />reasonable pickup costs, because the more expensive it is, it <br />just goes back to the property owner. No resident will put <br />something out that won't be picked up one way or another and <br />disposed of. By 1992 we have to come up with a plan for <br />separating vegetation waste so that it doesn't go into the <br />Landfill cell itself. It will probably end up in some kind of <br />compost process. At the present time we are chipping branches, <br />but the large limbs go into the air curtain incinerator. <br />Commissioner Bowman noted that Indian River Shores is using <br />a chipper that can take 12" limbs. <br />Commissioner Bird asked why the separation couldn't be done <br />at the transfer stations instead of curbside, and Director Pinto <br />said it could be done, but it has been shown that it doesn't <br />work. The voluntary program that we have now has had a very good <br />response, but unless everyone participates, we would not be able <br />to reach the 30% reduction that is mandated. <br />Commissioner Bird asked what control we will have over the <br />licensed carriers under the mandatory collection with regard to <br />prices and requirements. <br />Director Pinto explained that the County will be the actual <br />customer and will collect the pickup charges from.the property <br />owners. The County will have direct control over the haulers <br />because we will be the one paying them. The only control an <br />individual residential customer has with the haulers is to change <br />to another hauler if he isn't satisfied. He pointed out that the <br />mandatory collection will not affect commercial collections. <br />24 <br />M <br />M <br />
