- M <br />Licensed haulers will retain their rights to service whatever <br />commercial establishments they want throughout the county. <br />Chairman Eggert noted that Section 4 of the proposed <br />ordinance that deals with powers of the Solid Waste Disposal <br />District states that "Policies and Procedures of the SWDD will be <br />adopted by resolution of the Board of SWDD Commissioners; hire, <br />fire, and set compensation of employees; lease, rent, or buy real <br />and personal property; issue revenue bonds or other certificates <br />of indebtedness, etc...." She felt that it should be stated <br />that the Board of County Commissioners, sitting as the SWDD <br />Commissioners, adopt all policies, etc., and that the County <br />Administrator is the overall head of the Solid Waste Disposal <br />District. <br />Commissioner Wheeler agreed that the County Administrator <br />should lie -the head of this because that would be in line with <br />what we have been doing in all divisions. <br />Director Pinto didn't have any problem with that, and it was <br />agreed that the proposed ordinance would be amended to include <br />the statement that the County Administrator will be the head of <br />the operation, reporting to the County Commission, who sits as <br />the Solid Waste Disposal District Commission. <br />Commissioner Bowman asked why we don't go to curbside <br />recycling now instead of waiting, and Director Pinto explained <br />that there are steps to go through before we can reach that <br />point. We have to see how the first step goes and it is a matter <br />of costs. It is going to be very interesting to see how the Vero <br />Beach recycling program is going to work. They are going to <br />collect the recycling materials from behind the homes instead of <br />at curbside. We are going to have to look at that and see if <br />that is going to be a cost efficient method. <br />Commissioner Bowman poi'nted out that the more separating <br />that is done by the homeowner, the less expensive it will be for <br />the property owners in the long run.
