She urged <br />the -Board to consider the hardship this would place on the senior <br />citizens. <br />Chairman Eggert advised that the Board will take that under <br />consideration. <br />Attorney Vitunac explained that this assessment is like a <br />tax and the tax man doesn't consider people's problems in paying. <br />Freddie Woolfork, Gifford civic leader speaking for the <br />older citizens who could not be here this morning and others who <br />had to go to work this morning, felt that meetings of this <br />magnitude and importance should be held after 5:00 o'clock so <br />more people can attend. He spoke of the people who cannot afford <br />to pay these rising taxes, or whatever you call it, because they <br />are overtaxed right now. You can't put Gifford in the same <br />category as you put other areas in the county. There are people <br />in Gifford who are having great difficulty paying the second <br />mortgages they had to take out on their homes to pay the $3,000 <br />in water and sewer impact fees, and they are very worried and <br />upset that liens can be put on their homes for nonpayment of this <br />additional tax. The people of Gifford have enough hardships to <br />endure without this garbage charge. Mr. Woolfork had confidence <br />that the Commission will find a solution to this problem, but he <br />would like to ask why it is so necessary to begin this mandatory <br />collection now when the County doesn't have all the answers yet. <br />Victor Hart, representing the Progressive Civic League, <br />stated that they oppose mandatory pickup of garbage because they <br />feel it is an aggressive tax. He pointed out that Gifford is one <br />area of the County where 800 of the services are paid through <br />private taxes or assessments. Gifford would be carrying the bulk <br />of this tax because it is the largest, most populated area in the <br />county. He felt there are a lot of other ways we could do this, <br />and urged the Board to take the people's concerns under consideration. <br />Ralph Lundy, president of the Gifford Progressive Civic <br />League, noted that this is one of the few times that the Civic <br />League has found themselves in opposition to a county proposal, <br />W <br />
