but they feel that there is a limit to what people can do. There <br />is a limit to how they feel, and they are very unhappy. He asked <br />the Commissioners to picture themselves in Gifford this morning <br />facing some of the situation that these people are facing, <br />especially after the sacrifices they have made to get on the <br />wastewater system. Mfr. Lundy asked that the Board table this and <br />go back to another workshop so that we can work this out together <br />and come to a solution. They want to make Gifford a better place <br />to live and a place to be proud of, but a lot of the illegal <br />dumping is being dumped in Gifford and it is coming in from the <br />outside. <br />James Richardson, resident of Gifford for 43 years, was <br />concerned about this additional tax and the general tax increases <br />they have experienced in the past few years and the hardship it <br />has put on the people in Gifford, especially after the recent <br />sewer assessment. He asked that the Board take these things <br />under consideration before forcing this mandatory collection down <br />their throats and before this taxation gets out of control. <br />Urias Forbes, 4205 23rd Court, was also opposed to the <br />mandatory collection. He believed that Gifford will be shafted <br />again because when it comes time for Gifford to get the service, <br />they won't. They realize that progress must be made, but feel <br />the County has to have some flexibility when dealing with <br />Gifford. <br />Reverend Brown, resident of Gifford for 35 years, pointed <br />out that even though the President said "no new taxes", we are <br />getting new taxes all the time, and this service charge is <br />really a tax. He didn't think it is fair to the citizens of <br />Indian River County to impose this tax. He pointed out that the <br />people of Palm Beach County came out in great numbers to oppose <br />that county's proposed solidwaste ordinance, and their Board <br />sent it back to the drawing board. <br />Ernestine Park, 1657 11th Place, lifetime resident of Vero <br />Beach, questioned whether it is necessary to have this mandatory <br />AUG U 7.190 29 <br />B Pte. i <br />
