Appraiser. We are familiar with the Flagler County case, and <br />ours is different. <br />Mrs. Park emphasized that it is still garbage pickup, but <br />Attorney Vitunac pointed out that there are right ways to do <br />things and wrong ways, and Flagler County did it the wrong way. <br />Mrs. Park repeated that the Attorney General said it could <br />not be used as a lien against property, and she intended to look <br />into that further. Mrs. Park pointed out that "if we had a <br />county -wide law or a state-wide law to demand deposits on all <br />containers that go in the Landfill, it would go a long way in <br />paying part of that cost. It also would enable counties to reach <br />the 30% mandated requirements immediately. She asked if the <br />Board has considered a bottle law, and Attorney Vitunac explained <br />that it is up to the State of Florida. Counties are not allowed <br />to pass laws Like that. <br />Commissioner Wheeler noted that Tallahassee has considered a <br />bottle bill for the last 5 years, but it hasn't passed, and <br />Chairman Eggert believed it was going to take a big citizen <br />uprising to get that passed. <br />Mrs. Park felt it was time to do that, and Commissioner <br />Bowman pointed out that there is a big, big bundle of money up <br />there that is lobbying against a bottle bill every year. <br />Mrs. Park realized there are lobbyists up there with big <br />bundles of money that fight against everything, but she felt it <br />is time to have a bottle law in Florida. <br />Chairman Eggert noted that they have the bottle bill in <br />Michigan and it has worked very, very well. They have it in 13 <br />other states, as well. <br />Mrs. Park emphasized that if the State would pass a bottle <br />law, counties would be able to reach the 30% recycling mandate <br />immediately instead of by 19"92. <br />Fred Mensing, Roseland resident, felt the County is going to <br />be faced with 250 of the people asking for an exemption simply <br />because the garbage trucks will not go down streets that are not <br />vi <br />31 FOR <br />AUG 071990 <br />1� - J <br />
