AUG 0'71990 <br />R��F� <br />4 � 3E 770 <br />maintained by the County. <br />He'felt that it is time we <br />have <br />responsible government in this county, because the amount per <br />capita spent by this Commission and,,former Commissions in the <br />past 10 years is absolutely outrageous; and that amount doesn't <br />even include the Sheriff's budget. <br />Wynonie Everett, Gifford resident, urged the Board to find <br />some other means to get this problem solved because they don't <br />need this extra burden on them, especially after the recent sewer <br />assessment. She felt that the Gifford area is never treated <br />fairly when it comes to grants and things, and it seems that what <br />little money they get goes right back to the County. She urged <br />the Board to send this proposal back to the drawing board. <br />Edra Young, resident of Sebastian, objected to yet another <br />fee being charged to collect the garbage. She felt that there is <br />enough money being collected through the $52.80 Landfill charge <br />to pay for the collection. She believed in efficiency, and <br />pointed out that there are bad times ahead and placing a fee like <br />this on people is too much of a burden. She emphasized the fact <br />that Indian River County doesn't get a lot of funds back from the <br />state or the federal government because we have Johns Island in <br />the county. However, Johns Island doesn't take.care of the <br />people in the rest of the county. She urged the Board not to <br />approve the mandatory collection. <br />Jerry Schick, resident of the county since 1947, wondered <br />why this important meeting is.being held in August when many <br />residents have gone on vacation and when the winter residents <br />have gone to their winter residences up north. He couldn't see <br />why we are jumping into this so fast when it is apparent that <br />staff doesn't have all the answers yet. He has been laid off <br />from Piper since January, and feels like he is fighting a losing <br />battle against all the increasing taxes and additional charges <br />for services. Mr. Schick was also concerned about the damage to <br />the roads that these trucks would cause, and Director Pinto <br />explained that only one franchise hauler would service an area, <br />32 <br />
