Commissioner Bird wished to know who decides how far a study <br />needs to go at an intersection for example, and Director Keating <br />advised that is one criteria we are looking at and that is where <br />we are considering 50 of the site traffic itself or 50 trips, <br />whichever is least. <br />Commissioner Bird then asked if you build a commercial <br />project with 500 trips, who decides where those trips are going, <br />and .is it necessary to hire a traffic engineer. <br />Mr. Dudeck stated that staff can work with them on determin- <br />ing this - they look at it depending on location, and where you <br />have a more critical location, it would require an analysis. <br />Commissioner Bird continued to stress the need to save the <br />applicant's trouble as much as possible. <br />Commissioner Bowman left the meeting at 9:25 A.M. <br />Director Keating pointed out that if someone does not think <br />the figures in these tables are right, they can do their own <br />traffic count. <br />Chairman Eggert asked if there was anyone in the audience <br />who wished to speak on either the Concurrency Management or <br />Traffic Chapters. <br />Todd Smith, of Peterson & Votapka, Engineers, believed that <br />in the Comp Plan, it allows you to go up to 1,000 trips if you <br />are not in a critical transportation location and he felt the LDR <br />now will eliminate that ability completely. In regard to the use <br />of a project, Mr. Smith stated that if a developer comes in with <br />something like a strip building, for instance, with a certain <br />percent of the building to be used for offices, etc., the problem <br />they have been seeing is -'that staff tends to come back and hit <br />them with the highest uses.` In example, if the property is zoned <br />for a convenience store but the developer has no intention of <br />putting that use in his project, staff still says use that <br />figure.
