bottom of Page 7, says that industrial facilities over 5,000 sq. <br />feet are precluded if they are outside of 1/4 mile of a system <br />Director Galanis stated that you currently couldn't treat <br />that waste on a septic tank anyway, but Mr. Snoberger asked about <br />the other type systems. <br />Director Galanis confirmed that aerobic systems have been <br />approved in those situations, but each is done on an individual <br />basis and it is done by a higher authority than he. That is a <br />variance procedure that operates in conjunction with the DER. He <br />noted that, as a matter of fact, his department rarely sees much <br />industrial development. <br />Commissioner Bird was concerned that we will see even less <br />of it if we are too restrictive. <br />Chairman Eggert felt possibly we should include the words <br />"dependent on DER permitting." <br />Commissioner Bird agreed there should be some ability to <br />consider something over 5,000 sq. ft.. He pointed out that Ramp <br />Master has been operating out there for years with no problem <br />that he knows of. <br />Director Galanis believed the biggest problem that occurs is <br />associated with change of use, and there is very poor state <br />enforcement regarding that. <br />Mr. Snoberger next referred to Page 2, Paragraph 3 under <br />Section 918.04 regarding effluent re -use: <br />(3) When effluent re -use is required and permitted by the <br />Department of Environmental Regulation and the county <br />utilities department, developers of projects having open space <br />areas requiring irrigation, including golf courses, parks, <br />medians, etc., which are located within a county utility <br />department service area and are within one mile of the nearest <br />effluent line containing irrigation quality effluent, shall <br />construct effluent re -use lines on site and effluent re -use <br />lines off site to connect to treated waste water to be used <br />for spray irrigation of the open space areas within the <br />development project:: <br />Such large volume irrigation users are required to take re- <br />use water for spray irrigation. The effluent re -use lines <br />constructed for treated waste water shall be dedicated to <br />Indian River County. <br />Developments having open ispace ;areas requiring irrigation <br />outside. of one mile from the -nearest irrigation quality <br />effluent line shall install dry lines if they are within the <br />county utilities department service area and irrigation <br />quality effluent water is or will be available for re -use. <br />AUG 0 9 1990 17 BOOK tJ .801 <br />
