AUG G 9 199Q UppOOf1 N�r <br />' � �riJ% �� <br />he believed that flow is more appropriate for this chapter than <br />square footage. <br />Commissioner Bird believed that staff's concern is if the <br />usage changes, but felt there must be some way to catch this. <br />Director Keating noted that we can just default to state <br />requirements, not take any initiatives in this Plan and let <br />things go the way they have been going, but the DCA keeps pushing <br />us saying we are not doing a good enough job. We are trying to <br />provide a mechanism to get water and sewer to these nodes by <br />saying you can't develop more than this certain increment unless <br />you bring it there; so, we have gone to a "fall -back" position <br />with allowing the "glorified septic tanks" as meeting our policy. <br />Staff is not concerned about change of use, and as far as having <br />gallonage rather than square footage is concerned, this is simply <br />using utilities as a planning tool. <br />Director Galanis believed Director Keating is correct that <br />this is a growth management tool and that gallonage or square <br />footage makes no difference. If the Board doesn't want to use <br />sewer and water as such a tool, then we can change the figures, <br />but he personally felt 5,000 gallons on a septic tank is a lot, <br />and a 5,000 gallon septic tank system is not cheap. He noted <br />that the state seems to be going towards the use of these package <br />aerobic systems, but eventually they also become maintenance <br />problems and we really want to get the sewers out there. <br />Chairman Eggert noted that what we may go to an Adminis- <br />trative Hearing about is whether our developmental controls are <br />really workable, and we need something that is a good <br />developmental control but is as fair as possible. <br />Commissioner Bird still felt 5,000 sq, ft. is an arbitrary <br />figure, but Director Keating contended that it is not arbitrary - <br />the threshhold for our major site plans is 5,000 sq. ft. of im- <br />pervious area, and we are using 5,000 sq. ft. of buildings here. <br />Steve Snoberger, engineer with Carter Associates, pointed <br />out that, contrary to what has been said, Paragraph 6 at the <br />16 <br />M <br />
