AUG 0 9 1990 <br />MOO <br />ti,. <br />; <br />average. <br />There is a question of how specific you want to <br />get, <br />and whether, when those things are added, you have to do another <br />study. <br />Discussion continued at length about refining categories, <br />threshholds, owner's responsibility to rent to clients that come <br />under the categories provided for, etc., and Mr. Dill commented <br />that he was just suggesting there may be a way to refine this so <br />we don't always go with the maximum parking for peak demand and <br />subsequently end up with paving that is not being used for most <br />of the year. He wanted to find a way to cut down on the amount <br />of pavement we have in this county. <br />Director Keating believed P&Z considered this idea and <br />turned it down at their workshop. <br />Mr. Dill concluded by expressing his feeling that the little <br />guy, the small developer with a small strip center, is being <br />required to build to maximum standards, but the requirements for <br />regional malls have been reduced. <br />Steve Hawkins referred to the requirement on Page 8 which <br />calls for 5 spaces per gross acre for each acre of open space <br />generating user parking demand, and wondered how that demand is <br />determined. <br />Chairman Eggert assumed that a ball field in the South <br />County Park, for instance, would be one thing, but the nature <br />area would be addressed differently. <br />Director Boling advised that some of the specific recreation <br />uses are treated elsewhere. This deals with things such as <br />botanical gardens with paths going through them. He explained <br />that you have to look at something to tie your space to, and he <br />felt the area generating parking demand would be whatever <br />attraction people are winding around and through to see. For <br />example, if you had paths all the way through McKee Jungle <br />Gardens, you would probably look at that entire sight and you <br />would end up with 75 spaces for that entire park. <br />28 <br />
