I <br />Commissioner Bird talked about the possibility of giving a <br />bonus of some kind for having more landscaping along the front <br />street in commercial areas to screen parking from the road. <br />Staff discussed perimeter requirements, and Director Keating <br />noted that there is a parking space reduction incentive for <br />having bigger trees. <br />Planner DeBlois advised that we are increasing the amount of <br />landscaped area within the parking areas from 5% to 100, and a <br />fairly big change is the addition of irrigation requirements, <br />which he felt is not an unreasonable requirement. He also <br />brought up the question of whether a landscape architect should <br />be required to sign off on any size project. <br />Chairman Eggert believed the P&Z was against that. She <br />questioned if anyone has yet found a moisture sensing device that <br />works, and Planner DeBlois noted that is not a requirement, but <br />just an option to get points. <br />Commissioner Bowman inquired about "trickle" irrigation, and <br />Planner DeBlois explained that is what we referred to as "low <br />volume" irrigation. <br />Commissioner Bird continued to stress the importance of <br />"front yard" landscaping to make our commercial corridors more <br />attractive and felt incentives should be offered. <br />Attorney Collins noted there were comments at the workshops <br />about the timing when a landscape plane or an irrigation plan is <br />required. He believed the consensus was that the landscape plan <br />should be submitted at the time the site plan was submitted and <br />the irrigation plan submitted prior to site plan release. He <br />next referred to Page 4, Paragraph 3 (a) where it refers to trees <br />having to have a height of 15' and noted that he did not <br />understand why (when grown in Indian River County) is included <br />there parenthetically. ` <br />Planner DeBlois explained that he just meant something that <br />will grow at the same rate in this county as it does in the more <br />northern counties.
