Rohani advised that this is a new chapter mandated by <br />the state and it deals with making sure that all the various <br />functions maintain the Level of Service (L.O.S.) standard <br />established in the Comp Plan. The implementation is a bit more <br />complicated than the concept itself. He explained that the <br />Conceptual Certificate of Concurrency Determination is for any <br />part of the project for which they do not want to pay the impact <br />fee and reserve the capacity. They get the Initial Concurrency <br />Certificate at the time they pay the impact fee and it reserves <br />the capacity for one year. We also have a provision in our <br />ordinance that this could be extended to five years if they sign <br />a waiver for the return of the impact fee. The reason for this <br />is that we do not want to be in the situation where we spend the <br />money and make the improvement and then the applicant says I'm <br />sorry I changed my mind. Mr. Rohan! explained that when they <br />sign the waiver, it doesn't mean that after 5 years the impact <br />fee they have paid is not good any more. All we are saying is <br />that concurrencywise they have to go to the end of the line and <br />go through the process again. The Final Concurrency Certificate <br />is what they get at the time they actually build something. If <br />they have a valid Initial Certificate and all provisions have <br />stayed the same, we then issue a Final Certification. If <br />4 <br />
