conditions of the application have changed, then they have to <br />apply for the Initial Certificate again. <br />County Attorney Vitunac asked if any thought was given to <br />calling the first certificate "Preliminary" instead of "Initial," <br />and Mr. Rohani said it was not, but he did not have any problem <br />with that. <br />Mr. Rohani continued to review the steps in the concurrency <br />determination, checking with all the evaluating agencies, etc., <br />and noted that in general for each one of the items involved, we <br />are looking at supply versus demand and looking at everything <br />planned in the capital improvement program and the impact. <br />Supply is everything we have existing and everything that is <br />planned. For demand we are looking at existing demand and also <br />"committed demand," - plans that are approved and could proceed <br />to completion. It is very important that this chapter provide <br />for vested right determination and appeal. <br />Chairman Eggert noted that in the question of supply and <br />demand, the applicants have to provide a lot of information, and <br />she wished to know if we are going to have data bases coming out <br />of the different departments that will help the applicants. She <br />was very concerned about the impacts of the Growth Management Act <br />and also very concerned that the applicants have the most <br />cooperation and information available. <br />Mr. Rohani confirmed that we do have a data base provided <br />from the various departments and it has to be updated constantly. <br />He did not think concurrencies could be done without a good <br />computerized data base. He further noted that this may soon be a <br />countywide ordinance. Indian River Shores and Vero Beach are <br />participating with us, and he believed Sebastian is interested in - <br />coming in.
