All surrounding property has the same land use designation which <br />extends one half mile north and south of S.R. 60. <br />Environment <br />The subject property is not designated as environmentally important <br />or environmentally sensitive by the comprehensive plan, nor is it <br />within a flood plain as identified by the Flood Insurance Rating <br />Maps. <br />Utilities & Services <br />The site is within.the urban service area of the county. Potable <br />water and sewer are available to the subject property. Lines are <br />presently in place along S.R. 60. The site which is located in the <br />Indian River Farms Drainage District is not adjacent to a district <br />canal. <br />Transportation System <br />The property fronts S.R. 60, a principal arterial road. This four <br />lane divided roadway is presently operating at a level of service <br />"C" or better. <br />ALTERNATIVES & ANALYSIS: <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the potential impacts on surrounding areas, <br />potential impacts on the transportation and utility systems, and <br />any significant adverse impacts on environmental quality. This <br />section will also consider alternatives for development of the <br />site. <br />Compatibility with Existing Service and Facilities <br />This site is located within the county Urban Service Area (USA), <br />an area deemed suited for urban scale development. The <br />comprehensive plan establishes standards for: Transportation, <br />Potable Water, Wastewater, Solid Waste, Drainage and Recreation. <br />The adequate provision of these services is necessary to ensure the <br />continued quality of life enjoyed by the community. The <br />comprehensive plan also requires that new development be reviewed <br />to ensure that the minimum acceptable standards for these services <br />and facilities are maintained. <br />- Transportation - <br />A review of the traffic impacts that would result from the <br />development of the property indicates that the existing level of <br />service would not be lowered. The maximum build -out permitted by <br />zoning would be 160 units, which would generate approximately 1,900 <br />daily trips. This volume would maintain the existing LOS "C". A <br />more detailed review of transportation impacts will be required as <br />part of the development review process. <br />Potable Water <br />This area is serviced by the county water plant on Oslo Road. This <br />plant is presently undergoing a planned expansion to meet increased <br />demand. The county utilities department has determined that water <br />services would not be constrained by this rezoning. <br />Sanitary Sewer <br />The subject site is within the county. West Regional Wastewater <br />Service Area. As with potable water, the county utilities <br />department has issued a positive sanitary sewer concurrency <br />determination. <br />z$ <br />AUG 141990 MOK ;Y �; <br />
