M <br />Utilities & Services <br />The subject property is within the Urban <br />county; however water and sewer lines do no <br />These utilities are presently available to the <br />to the north. The property is not served by <br />Transportation System <br />M <br />Service Area of the <br />t extend to the site. <br />Sea Oaks development <br />public drainage. <br />The subject property abuts the historically designated Jungle <br />Trail. Access to this 2 lane dirt road is restricted to those <br />properties which have no other traffic access. Since the subject <br />property is to be developed as part of the 110 acre Coquina PRD, <br />access will be on S.R. AlA. This two lane paved road is designated <br />as a minor arterial road and operates at a level of service "C" or <br />better between CR 510 and the Vero Beach city limits. <br />ALTERNATIVES & ANALYSIS: <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the potential impacts on surrounding areas, <br />potential impacts on the transportation and utility systems, and <br />any significant adverse impacts on environmental quality. This <br />section will also consider alternatives for development of the <br />site. <br />Compatibility with Existing Services and Facilities <br />This site is located within the county Urban Service Area (USA), <br />an area deemed suitable for urban scale development. The <br />comprehensive plan establishes standards for: Transportation, <br />Potable Water, Wastewater, Solid Waste, Drainage and Recreation. <br />The adequate provision of these services is necessary to ensure the <br />continued quality of life enjoyed by the community. The <br />comprehensive plan also requires that new development be reviewed <br />to ensure that the minimum acceptable standards for these services <br />and facilities are maintained. <br />- Transportation <br />The proposed rezoning would permit the development of up to 103 <br />units. These units are expected to generate approximately 1200 <br />daily trips. Access to historically designated Jungle Trail would <br />be restricted, resulting in all trips using S.R. A -1-A. A review <br />of the existing and projected traffic indicates that the rezoning <br />would not result in a change of the existing LOS "C". This parcel <br />is part of a larger project for which a detailed traffic analysis <br />will be performed. <br />- Potable Water <br />Potable water for the north beach area is provided by the county <br />owned water plant located just to the north of the Sea Oaks <br />Development. The county utilities department has determined that <br />this plant could adequately serve the rezoned property. <br />- Sanitary Sewer <br />As with water, sanitary sewer service is provided by a county owned <br />plant located at Sea Oaks. This plant has been determined to be <br />adequate to meet the potential demand. <br />- Solid Waste <br />Solid waste service includes' pick-up by private operator and <br />disposal at the county landfill. The active segment has a 5 year <br />remaining capacity and the landfill is expandable to accommodate <br />the projected solid waste demand of the 2010 population. Solid <br />waste generated as a result of this rezoning would not negatively <br />impact existing levels of service. <br />34 <br />AUG 141990 MOF Ou <br />
