Conclusion <br />The proposed rezoning has been shown to be compatible with the <br />overall development of this area of the barrier island and is <br />likely to result in a development project similar to those already <br />in existence. This action would also be consistent with the intent <br />of the comprehensive plan and not result in the deterioration of <br />public facilities and services. <br />Recommendation <br />Based on the analysis performed, staff recommends that the Board <br />of County Commissioners approve the rezoning of this property to <br />RM -6. <br />Director Keating noted that this rezoning only applies to <br />17.24 acres out of the entire 110 acre tract and environmental <br />and archaeological questions will be considered in more specific <br />terms at the PRD stage. <br />Commissioner Wheeler asked what densities they are proposing <br />under PRD, and Engineer Darrell McQueen of McQueen & Associates <br />advised that it is under 3 upa. He believed it was indicated <br />that the Land Use was at 2 upa., but he believed that was an error <br />and it should have said 6 upa. He confirmed that the plan that <br />L, <br />will be presented at the PRD is for a little less than -3 upa. <br />Commissioner Wheeler wished to know why they need RM -6, and <br />Mr. McQueen explained that if the PRD were in place, he wouldn't <br />even need rezoning, but presently under the PRD he can only put <br />the number of units on a specific piece of property that it is <br />zoned for, and they will need more than 3 upa on that property to <br />be able to set aside the required preservation area, stormwater <br />retention, etc. <br />Commissioner Bird inquired how we legally prohibit a <br />development access to Jungle Trail, which is a public road. <br />Director Keating advised that what we have done is provide <br />subdivision collector roads up in that area so that all parcels <br />that would be landlocked except for Jungle Trail have access to <br />another road. ' <br />Commissioner Bird asked what our leverage is to prohibit the <br />access to Jungle Trail on a non -landlocked parcel, and Director <br />36 ���iz C�� `VII <br />AUG 14 1990 <br />
