Commercial, you tend to have more traffic in the P.M. peak hour. <br />Based on the general concurrency determination, the roads are <br />adequate. <br />Commissioner Scurlock again pointed out that the traffic <br />problem is why this rezoning was denied before. <br />Commissioner Wheeler noted that the philosophy in regard to <br />where the zoning lines are drawn has changed in this new Comp <br />Plan, and Director Keating agreed that we have since realized <br />that it is easier to deal with property that is not bisected. <br />That is why the Comp Plan zoning line is now drawn in a different <br />place so that it follows the property lines. <br />Commissioner Bird advised that back some years ago when we <br />established the 600' back from U.S.I. as the depth for the <br />commercial frontage, he personally had thought it would have made <br />sense to include the whole property as commercial because leaving <br />that little 2 acre piece multi -family makes it very hard to <br />develop. He did not think making this commercial would have that <br />much.of an adverse effect on the neighborhood or the traffic. <br />Commissioner Wheeler agreed and further stressed that this <br />is a major intersection and it is a commercial intersection. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Wheeler, to adopt an ordinance rezoning <br />the subject property to CG as requested by the <br />applicant and as recommended by staff. <br />Attorney Vitunac referred back to the discussion on the <br />availability of utilities and informed the Board that we have an <br />agreement with the City that the County has a permanent alloca- <br />tion of 400,000 gpd of wastewater treatment for the south 6th <br />Avenue line and a temporary 'allocation of the gallonage that is <br />being treated in the Hospital Service Area - whatever the County <br />treats in the Hospital area is available to treat on 6th Avenue <br />south temporarily.
