AUG 141990 Qr�K 0 <br />- Commissioner Bowman stated that regardless of the water and <br />sewer situation, she was very much opposed to any more -commercial <br />on 6th Avenue, especially when it abuts residential. <br />Chairman Eggert informed those present that we received a <br />message from a Mrs. Betty Wolfe, resident of 8th Place, opposing <br />the proposed rezoning. She then asked if anyone present wished <br />to be heard. <br />The applicant, William Jarvis, commented that he just hoped <br />that the Board will follow staff's recommendation and approve the <br />rezoning to CG. <br />Ruth Chapman, resident of Rockridge, noted that the staff <br />memo says this property is not environmentally sensitive nor in <br />the flood plain, but she believed it is in the flood plain in the <br />6/8' area. She suggested the Commission go back to the drainage <br />study done in the early 1980s because that entire area has a <br />drainage problem. Just yesterday 6th Avenue was flooded; it gets <br />worse all the time and the traffic gets worse all the time; and <br />as far as Indian River Boulevard is concerned, it has dammed in <br />the people west of it all the way over to 7th Avenue. Mrs. <br />Chapman felt that changing the zoning will make things worse for <br />this area whether access to 6th Avenue is denied or not. <br />It was determined that no one else from the public wished to <br />be heard. <br />Chairman Eggert commented that if there is any reduction in <br />the traffic on 6th Avenue because of the extension of the <br />Boulevard, she personally can't see it. <br />Commissioner Scurlock noted that when you talk about RM -10, <br />you are talking about density, but when you are talking about <br />Commercial, you are talking about intensity of use; so, will you <br />have more or less traffic with Commercial. <br />Director Keating advised that from a traffic standpoint, it <br />all depends on how it builds out as a CG use. It probably will <br />be more traffic, but with a multi -family residential use, you <br />probably would have more traffic in the A.M. peak hour while with <br />47 <br />
