He <br />again stressed that you can oversell capacity, but the minute <br />everybody walks in and says I paid and I want it, then it is <br />crunch time. <br />Debate continued at length about the problem of capacity, <br />and Attorney Vitunac asked Utilities Director Pinto if someone <br />wanted to reserve capacity on 6th Avenue, would'he take his <br />money. <br />Director Pinto believed we are talking about a policy the <br />Board has to make. He agreed this is a very important issue, but <br />if we follow what he thinks is being said, there actually isn't <br />capacity anywhere in the County. <br />Chairman Eggert felt that concurrency is a much more <br />potentially dangerous thing than people realize. <br />Commissioner Bird commented that while he knows that we <br />don't have a firm agreement the City of Vero Beach, they are <br />business people; he doesn't see them using up that capacity; and <br />he doubted they want to get us off the system. He agreed we do <br />not want to be under this threat and we want to do something, but <br />in the meantime we have this rezoning request in front of us and <br />the potential use of water and sewer for CG is probably less than <br />for RM -10. <br />Commissioner Scurlock agreed that we can stop them at the <br />building permit stage, but he just wanted them to be aware of <br />this. <br />Administrator Chandler and Utilities Director Pinto both <br />confirmed that we are moving as quickly as possible to resolve <br />this problem, and Director Pinto stressed that this zoning issue <br />is important to Utilities because we design for the zoning that <br />is in place and size the lines accordingly.
